About Rupeeflo

Rupeeflo is an NRI-focused financial services company building infrastructure that makes cross-border banking and investing seamless for the global Indian diaspora. Rupeeflo is acquiring Payment Service Provider License at GIFT City under the IFSCA (Payment Services) Regulations, 2024, and are building a payments platform serving foreign investors, merchants, and GIFT City funds covering escrow infrastructure with virtual accounts, a payment gateway for GIFT City funds, and investment products for foreign investors in partnership with regulated institutions. Backed by Rainmatter (Zerodha) and Piper Serica.

About the Role

The Compliance Officer is an IFSCA-designated position responsible for building and owning the compliance function for Rupeeflo's GIFT City entity from the ground up. This is a solo role at inception, with the expectation of building a team as obligations scale. You will own compliance across the payment gateway, escrow and virtual account infrastructure, and partnership obligations for investment products.

What You’ll Do

Compliance framework and policy

  • Lead the design and implementation of the compliance framework covering all regulated activities under the PSP license, including policies, SOPs, and a regulatory obligations calendar.

  • Ensure all IFSCA filing deadlines, reporting obligations, and licence conditions are tracked and met.

AML, KYC, and due diligence

  • Design and operationalise AML and KYC processes for merchants and foreign investors onboarding onto the GIFT City platform, in line with IFSCA, FEMA, and FATF requirements.

  • Establish transaction monitoring and STR processes, ensuring timely submission to FIU-IND and IFSCA.

Regulatory reporting and liaison

  • Prepare and submit all regulatory filings and disclosures to IFSCA and applicable regulators; act as compliance point of contact for inspections and audits.

  • Monitor regulatory developments from IFSCA, RBI, and FEMA and translate them into actionable internal guidance.

Partnership compliance

  • Manage compliance obligations from partnerships with regulated institutions for investment products, including partner due diligence, agreement review, and ongoing monitoring.

Risk and controls

  • Establish risk registers, internal control frameworks, and compliance testing mechanisms; maintain audit trails and documentation standards in line with IFSCA requirements.

Must-Have Skills

  • Hands-on experience building or owning a compliance function within a regulated financial institution, payment service provider, or fintech.

  • Strong working knowledge of AML frameworks, KYC processes, transaction monitoring, and STR/CTR reporting in an Indian regulated context.

  • Experience preparing and submitting regulatory filings to financial sector regulators.

  • Familiarity with payment systems, escrow structures, or virtual accounts from a compliance standpoint.

  • Strong written communication for policy documentation and regulatory submissions.

Good to Have

  • Prior experience in GIFT City or another IFSC entity.

  • Familiarity with IFSCA (Payment Services) Regulations, 2024.

  • Understanding of FEMA and FATF standards relevant to cross-border payments and foreign investor flows.

Qualifications

  • 5+ years in compliance, regulatory affairs, or risk management within a regulated financial institution, payment service provider, or fintech.

  • Graduate degree in Finance, Commerce, Law, or equivalent; professional compliance qualification (CAMS, ICA, or equivalent) is a strong plus.

  • IFSCA Fit and Proper Criteria: The appointed individual must satisfy IFSCA's fit and proper criteria: a graduate degree from a recognised university; relevant compliance or regulatory experience; no prior conviction for any offence involving moral turpitude or economic offence; no prior debarment or disqualification by IFSCA, SEBI, RBI, or any financial sector regulator; and financial integrity with no outstanding dues to a regulator. A fit and proper declaration will be required.
